The tape has a free exposed surface on the outside adjacent to the extreme end of the new paper reel. It is brought into contact with the paper at the end of the old reel and the extreme end is cut off. The adhesive bond between the tape and the subjacent paper layer on the new reel is then broken. The new reel (8) is loaded into the web pickup end of the machine and a tape (44) is applied to the reel by a roller and lever mechanism with actuators (10-39).
