<p><P>PROBLEM TO BE SOLVED: To heat without generating ozone by stably adding the micro particles generated by a micro particle generating means to the air without reducing quantity of the micro particles as time goes by. <P>SOLUTION: A photo-electron generating material 1 is provided in a container 5, and the electrical grounding 5 is fitted to the photo-electron generating material 1. Photo-electron is generated from the photo-electron generating material 1 by the ultraviolet rays from a light source 2, and the photo-electron is caught by the water contained in the air, molecules such as oxygen and minute particles such as dust, and emitted out of the device through an air outlet 4.
