PROBLEM TO BE SOLVED: To provide a diversity-handover system for improving the channel capacity of a downlink radio channel from a base station to a mobile station, with regard to a diversity-handover system wherein the mobile station is simultaneously connected to a plurality of base stations in a cellular mobile communication system. SOLUTION: A threshold value for the diversity-handover is dynamically determined according to the distribution of physical quantities measured between a specific mobile station and a plurality of base stations.
