PROBLEM TO BE SOLVED: To provide specified contents service according to user's usage form. SOLUTION: A communication control device 20 predicts the destination of a mobile terminal 15 based on the location information informed from the mobile terminal 15, and carries out data transmission to the mobile terminal 15 at a data rate based on the communication quality at the predicted location. Thus, on the data delivery side, data transmission is performed at the data rate based on the communication quality at the location whereat the mobile terminal is present when receiving the transmitted data.
