PROBLEM TO BE SOLVED: To provide a substrate for a liquid crystal display device with which electrostatic discharge damage of a TFT element is prevented and narrowing of a picture frame is feasible and the liquid crystal display device equipped with the substrate and a method for manufacturing the substrate. SOLUTION: A terminal part 44 to which a signal from the outside is inputted and a terminal part 42 from which the signal is outputted to driver ICs 18, 24 are formed of a conductive layer different from gate bus lines 12 or common wiring lines 20. Consequently, even when the common wiring line 20 is arranged on a position to be removed in a chamfering step, the gate bus line 12 is connected to the common wiring line 20 via a connecting wiring line 34. Thereby the electrostatic discharge damage of the TFT element is prevented up until the chamfering step. Besides the number of manufacturing steps of a TFT substrate 2 is not increased. Furthermore, since two-dimensional constraint is reduced by forming the terminal parts 30, 42, 44, the connecting wiring lines 34, the common wiring lines 20, etc. with a plurality of conductive layers, the layout of wiring etc. on the TFT substrate 2 is facilitated in a designing step and a design with the narrow picture frame is feasible.
