PROBLEM TO BE SOLVED: To provide a hydrodesulfurization catalyst having high catalytic activity and a method of producing the same without carrying out preliminary sulfurization. SOLUTION: This invention includes the method for producing a catalyst with at least one metallic active component supported on a carrier, which is characterized in that an oil-soluble metallic compound is supported as the metallic active component on a carrier and treated with steam.
