PROBLEM TO BE SOLVED: To provide a manufacturing method for a functional element easily manufactured and doubly having very accurate functional parts. SOLUTION: The manufacturing method for the functional element includes (1) a stage for forming a photocatalyst incorporating layer being a layer whose contact angle with liquid is made small by the action of a photocatalyst associated with energy radiation and incorporating at least the photocatalyst and binder on base material, (2) a stage for forming an exposure part for the first functional part by radiating energy in a pattern on the photocatalyst incorporating layer, (3) a stage for forming the first functional part at the exposure part for the first functional part, (4) a stage for forming an exposure part for the second functional part by radiating energy in a pattern to the periphery of the first functional part of the photocatalyst incorporating layer where the first functional part is formed, and (5) a stage for forming the second functional part at the exposure part for the second functional part so as to cover the 1st functional part.
