PROBLEM TO BE SOLVED: To provide a time series data compression / decompression device which guarantees a high compression rate and its method, by utilizing the feature of compression processing based on wavelet conversion in maximum for efficiently encoding information on series zero values representing the location information of an extracted conversion factor value and information on own non-zero values of the conversion factor value. SOLUTION: A time series data compression / decompression device 10 processes precompression information as a combination of consecutive zero conversion factor and a non-zero conversion factor. The precompression information is a composite group of conversion factor extracted by the wavelet conversion and that regarded as zero due to the incompatibility of extraction. Results are given as integers by a quantizing means 16. Further, the device 10 is provided with a data compression means 11 for effectively encoding the zero transformation factor and the non-zero transformation factor by means of an encoding means 17, resulting in the time series data compression at high a compression rate.
