PROBLEM TO BE SOLVED: To provide a device operation system easy to handle and suitable to detailed manipulation for a device. SOLUTION: A television operating device 100 comprises a device control DB (database )116 for storing device operation information for each state of a user, a state estimating unit 114 for estimating user's state, and a device control unit 118 for operating a television 200 based on the estimated result by the state estimating unit 114 and device operation information in the device control DB. The device control unit 118 reads out device operation information corresponding to a state same to the one estimated by the state estimating unit 114, and operates the television 200 based on the readout device operation information.
