PROBLEM TO BE SOLVED: To provide a rubber composition capable of sufficiently improving on-ice-and-snow grip performance and wet grip performance; and a pneumatic tire using the same. SOLUTION: The rubber composition is prepared by compounding (A) 100 pts.wt. diene rubber with (B) 2-20 pts.wt. short fibers having an average fiber length of 10-100μm and an average fiber length of 0.01-4 mm, (C) 1-10 pts.wt. particles having a Mohs hardness of 5 or higher and an average particle size of 500μm or less, and (D) 1-15 pts.wt. starch/plasticizer composite.
