PROBLEM TO BE SOLVED: To provide a whipped aqueous cosmetic which is an oil-free aqueous preparation substantially not containing an oil, can, however, exhibit wide foam-containing forms such as whipped, souffle, marshmallow and paste-like forms, has good foam stability over a long time in a wide temperature range, and has excellent usability such as excellent powder dispersibility, non-stickiness, refrigerant and fit touch, and to provide a method for producing the same. SOLUTION: This whipped aqueous cosmetic comprises (a) hydrophobic silicic anhydride, having a surface area of≥60 m<SP>2</SP>/g, (b) an aqueous component, and, if desired, (c) a powdery component, wherein the [(a)+(c)] components : (b) component [(a) component : (b) component, when (c) component is not contained] is 5:95 to 60:40 (wt. ratio) and the bulk density is 700 to 1,300 g/L.
