PROBLEM TO BE SOLVED: To sufficiently recover the function of draining pavement by removing a mesh-clogging object of a deeper part since the mesh-clogging object inside the pavement is sucked in a sufficiently coagulated state. SOLUTION: First of all, a high pressure cleaning car 100 is made to travel while jetting a high pressure cleaning liquid toward a pavement surface from a high pressure cleaning nozzle 115 of the high pressure cleaning car 100 (a first process). After the cleaning liquid jetted by the high pressure cleaning car 100 permeates inside the pavement and agglutinates with the mesh-clogging object of the pavement, the high pressure cleaning liquid is jetted toward the pavement surface from a high pressure cleaning nozzle 218 of a cleaning suction car 200, and a suspension mixed with the cleaning liquid and the mesh-clogging object is sucked from a suction port 217 (a second process).
