PROBLEM TO BE SOLVED: To provide a halogen-containing elastomer composition free from harmful lead compound and provide a vulcanized rubber material produced by vulcanizing the composition. SOLUTION: The rubber composition for vulcanization contains (a) a halogen-containing elastomer, (b) an acid acceptor composed of an Li-Al double hydroxide salt expressed by the general formula: [Al<SB>2</SB>Li(OH)<SB>6</SB>]<SB>n</SB>X-mH<SB>2</SB>O (X is an inorganic or organic anion; (n) is the valence of the anion X; and (m) is≤3) and (c) a vulcanizing agent. The halogen-containing elastomer (a) is preferably one or more polymers selected from epichlorohydrin polymer, chlorinated polyethylene, polyvinyl chloride, polychloroprene, chlorosulfonated polyethylene, chlorinated butyl rubber, brominated butyl rubber, fluororubber and acrylic rubber copolymerized with a chlorine-containing monomer.
