PROBLEM TO BE SOLVED: To maintain the cleaning performance of an intermediate transfer member, and also, to keep a charging member clean by fully charging developer left after a secondary transfer by the charging member in order to recover the developer, as for an image forming apparatus wherein the developer left on the intermediate transfer member is electrified so that the developer is recovered to the image carrier at a primary transfer position and removed. SOLUTION: A non-image part rotating time when a second image carrier 61 is rotated is longer than the rotating period of the charging member 101b, and also, in the midst of a process of continuously forming an image, the sticking developer is transferred from the charging member 101b to the second image carrier 61 over a period more than the charging member rotating period in the non-image part passing time zone before the trailing end of the non-image part on the second image carrier 61 enters the counter part of the charging member 101b after the leading end of the non-image part passes through the counter part of the charging member 101b.
