PROBLEM TO BE SOLVED: To provide a panel excellent in withstand voltage characteristics by enhancing transmissivity of a dielectric layer in a plasma display device. SOLUTION: When forming the dielectric layer by applying dielectric paste having a binder resin and a glass frit and by baking it, air in a dielectric paste film 20 is first substituted with oxygen 22 and the dielectric paste film 20 is baked to form the dielectric layer. Thereby, carbon residues produced due to a deficiency of oxygen can be reduced by expediting burning of the binder resin by oxygen existing in the applied film when baking it, and since the film does not contain nitrogen which does not contribute to the burning, very small bubbles originated from the nitrogen can be reduced. Therefore, a dielectric having less defects in the film can be formed. COPYRIGHT: (C)2004,JPO
