PROBLEM TO BE SOLVED: To simply, rapidly and accurately arrange an air envelope in an unvulcanized annular support without deforming the annular support. SOLUTION: The air envelope 4 is arranged to an inner peripheral side of the annular support crown region by sequentially performing a process for pushing the annular air envelopes 4 in a radial direction at a plurality of places at a predetermined interval in a circumferential direction to make the diameter D<SB>0</SB>of a circumscribed circle to the air envelope 4 smaller than a diameter D of the side part region 7 of the annular support, a process for advancing the air envelope 4 in the annular support 1 preliminarily positioned and held by a specified distance in the axial direction of an annular support 1 and a process for releasing the pushing-in restriction to the air envelopes to return the envelop to the original annular shape.
