PROBLEM TO BE SOLVED: To prevent a dust from being scattered by causing the dust generated from an object material to plunge into a wheel cover while a rotary blade is brought into contact with the material in a portable cutter for cutting by the rotary blade. SOLUTION: The portable cutter includes a base 4 movably locked to the wheel cover and a coiled spring 7 arranged between the base 4 and the cover 3.
