PROBLEM TO BE SOLVED: To provide an integrated management system with excellent extendability that integrally manages subscriber information/charging information, and contract control information.

SOLUTION: An employee B of a customer support G receiving an application of pay program contract from a subscriber A inquires of a Web integrated system 11 about subscriber information through a Web browser of a terminal 42. The Web integrated system 11 transmits the subscriber information to the terminal 42. The employee B confirms contents of a present contract with the subscriber A while using the terminal 42 to reference the subscriber information, and accepts the contract application of a pay program. The employee B requests the Web integrated system 11 to register pay program contract information. The Web integrated system 11 updates the subscriber information and transmits contract control information to an HTC 21. The HTC 21 transmits contents received from the Web integrated system 11 to an HT 23 of a home of the subscriber A through a CATV network 22. The subscriber A confirms whether or not the pay program is viewable.
