<P>PROBLEM TO BE SOLVED: To provide a biosensor of which the reactive layer containing an enzyme dissolves in a small amount of sample liquid, which efficiently utilizes an enzyme reaction, and has good response characteristics. <P>SOLUTION: The biosensor comprises an electrically insulating substrate, an electrode system having a working electrode and a counter electrode formed on the substrate, and the reactive layer formed on the electrode system or in the vicinity thereof.
