<P>PROBLEM TO BE SOLVED: To provide a developing apparatus and an image forming apparatus, having image density in a solid part and obtaining a solid fill high-quality image of and proper dot reproduction, by enlarging a region developing an oilless toner and a recycled oilless toner on a latent image by contributing the developing sleeve as a whole to development, as the developing region. <P>SOLUTION: The developing apparatus 61, forming a magnetic brush including spikes formed to gather magnetic carriers having toner on the surface and free toner desorbed from the surface of the magnetic carriers on a developing sleeve 111 in the developing region, comprises a toner collecting means 63 for collecting residual toner on a photoreceptor 40, after transfer of a toner image formed on the photoreceptor 40 is made to an intermediate transfer body 10; and a toner recycling means 80 for carrying the toner collected with the toner collecting means 63 to the inside of the developing apparatus 61.
