PROBLEM TO BE SOLVED: To allow a security manager or a management organization to unitarily manage security policies set in personal file walls. SOLUTION: If a validity term of a security policy 13c expires when applications 14, 15 perform communication or receive communication requests through a public communication network 6, the applications 14, 15 request the transmission of the newest security policy to a policy server 2 by using a secret communication route. The policy server 2 specifies a user, retrieves a security policy corresponding to the user from a policy database 24 by a policy retrieving part 23 and transmits the retrieved security policy to a secured socket 13 integrated in a PC 1 by a policy transmission part 22.
