PROBLEM TO BE SOLVED: To prevent a large amount of heat evolution when a system is integrated on one semiconductor chip.

SOLUTION: Information on a power consumption of an electric circuit including a plurality of circuit blocks of a large scale ASIC is accumulated in a power management unit 409. The system checks whether a total of power consumption of each block exceeds the limit of electric power and, if it does, issues an interrupt signal.
