PROBLEM TO BE SOLVED: To simplify procedures when a user obtains an application requiring flow priority control from a contents distribution device.

SOLUTION: The contents distribution device 10 has a contents information database 1007 in which band control information required for the distribution of the contents is recorded; a contents database 1008; a user access part 1000 to perform communications with a terminal device 20; an access part 1005 of a flow management system to perform communications with a flow management server 30; a flow setting request part 1003 to make a flow setting request of the contents requested from the terminal device 20 to the flow management server 30 via the access part 1005 of the flow management system by making reference to the band control information of the contents information database 1007; and a contents distribution part 1004 to distribute the requested contents to the terminal device 20 via the user access part 1000 in the contents distribution system.
