PROBLEM TO BE SOLVED: To provide a method by which a black pattern (black matrix) of high definition and a bus electrode are formed in one lot on a front substrate of a plasma display panel (PDP), whereby a PDP can be manufactured with good mass producibility and at a low cost, and a PDP manufactured by the method. SOLUTION: The manufacturing method of the PDP in which a black pattern 10 and a bus electrode 4 are formed in one lot includes (1) a process for forming an insulating black coating layer 20 on a substrate 1, (2) a process for exposing a black pattern portion 10a or the black pattern portion and a bus electrode portion, (3) a process for forming a white system conductive coating layer 21 on the above black coating layer, (4) a process for exposing the bus electrode portion, and (5) a process for firing, after removing the portion other than the exposed portion by developing. The above black coating layer is made of a light-hardened composition containing (A) a black inorganic particulate or preferably tricobalt tetroxide, (B) an organic binder, (C) a photopolymerization monomer, and (D) a photopolymerization initiator.
