PROBLEM TO BE SOLVED: To provide a diagnostic device and a diagnostic system capable of evaluating and diagnosing both of a matrix switch and an electronic control device independently in a state that the matrix switch is connected to the electronic control device. SOLUTION: The diagnostic device is constructed so as to observe the input signal transmitted from an ECU1 to be evaluated to a MSW2 to be evaluated in a state that the MSW2 to be evaluated is connected to the ECU1 to be evaluated, or to observe the input signal transmitted from the ECU1 to be evaluated to the MSW2 to be evaluated at the time when a pseudo switching signal equivalent to the ON/OFF operation of the MSW2 to be evaluated is generated and transmitted to the MSW2 to be evaluated and acts as a proxy of operation of the MSW2 to be evaluated.
