PROBLEM TO BE SOLVED: To prolong the service life of a belt 16 of a belt transmission device for transmitting by a belt between an engine and a motor generator having a starter function. SOLUTION: An auto-tensioner 18 is positioned on a first span 16a side which is a slack side span while the engine is in operation. The auto-tensioner 18 can immovably fix a tension pulley 20 by applying magnetic force to magnetic viscous fluid MRF of a solenoid 40. A magnetic force control part 51 fixes the auto-tensioner 18 in a driving state where the motor generator is on the driving side and starts the engine, while releasing the fixing of the auto-tensioner 18 while the engine is in operation.
