PROBLEM TO BE SOLVED: To provide a soil improving device for performing accurate production control, and accurately controlling the mixing ratio. SOLUTION: This soil improving device has a target processing quantity setting means 21 for setting a target processing quantity of raw material soil per hour, an actual raw material soil quantity detecting means 12 for detecting an actual processing quantity of the raw material soil in time series, an actual raw material soil quantity calculating means 47a for calculating the actual processing quantity of the raw material soil per hour from an actual raw material soil quantity detecting value, a raw material soil feeder speed detecting means 16 for detecting a speed of a raw material soil feeder 8, a predictive raw material soil quantity calculating means 43 for calculating a predictive supply quantity of the raw material soil per hour on the basis of the detected raw material soil feeder speed, a first comparing means 48 for comparing the actual processing quantity per hour with the predictive supply quantity as the target processing quantity and a raw material soil feeder speed correcting means 25 for controlling the speed of the raw material soil feeder 8 by correcting a desired value of the raw material soil feeder speed on the basis of this comparing result.
