PROBLEM TO BE SOLVED: To obtain a multilayered makeup remover causing a beautiful appearance, having an excellent effect on smoothly removing a makeup cosmetic, good uniformity and good feeling when used, and having good stability of the layers. SOLUTION: This multilayered makeup remover contains (A) an aqueous component, (B) an oily component which contains a volatile finishing agent and is liquid at ordinary temperature, (C) a water-soluble salt, and (D) a powder, wherein the remover does not substantially contain a surfactant.
