PROBLEM TO BE SOLVED: To provide18O enriched water for an18F fluoride ion generating raw material which suppresses gasification of dissolved gas even if the temperature of the18O enriched water rises by proton irradiation and can efficiently generate18F fluoride ions in a stable state. SOLUTION: The18O enriched water for an18F fluoride ion generating raw material which generates18F fluoride ions when sealed in a target box and irradiated with protons is freed of dissolved gas before sealing in the target box and sealed in a vessel having a gas barrier property in combination with gas for inhibiting dissolution of readily water-soluble gas in the18O enriched water.
