PROBLEM TO BE SOLVED: To provide an index preparation device for preparing an index capable of shortening data retrieval time. SOLUTION: The index preparation device 100 comprises: a retrieval keyword reader 2 for reading a retrieval word from a retrieval word database 4 where user specifying information for specifying a user to be provided with information and the retrieval word for retrieving the information to be provided for the user are registered; a keyword extractor 3 for extracting a keyword indicating the contents of an electronic file from the electronic file registered in an electronic file database 5; and an index preparing device 1 for relating the user specifying information corresponding to the retrieval word and the storage place of the electronic file registered in the electronic file database 5, registering them in an index database 6 and preparing the index when the keyword extracted by the keyword extractor 3 matches with the retrieval word read by the retrieval word reader 2.
