PROBLEM TO BE SOLVED: To improve operability by preventing the occurrence of a communication error even when instantly pulling out a second value medium by transferring a valuable value to a first value medium from the second value medium when performing renting processing. SOLUTION: When renting operation is performed by inserting an electronic money card 20, a prescribed valuable value P is paid from the card 20. A frequency Q corresponding to the valuable value P is stored in a rental card 21 enclosed with a transparent cover 30.
