<P>PROBLEM TO BE SOLVED: To rapidly authenticate a member without leaking his personal information to the outside when he uses services by using a membership card which assures personal qualification, for example, a health insurance card and so on. <P>SOLUTION: This is a membership approval system. In addition, a verification mechanism 1A is provided on the side of a membership card issuing organization 1, a membership card authenticating mechanism 2A is provided on the side of a service provider 2, a guarantee mechanism 4 which provides the cipher of communication executed between the membership card issuing organization and the service provider and guarantees both of them is provided. The guarantee mechanism returns membership issuing organization information according to membership information from the service provider, the information is transmitted to the membership issuing organization and checked by the membership issuing organization and then transmitted to the guarantee mechanism, and the guarantee mechanism transmits it to a membership card approval mechanism.
