PROBLEM TO BE SOLVED: To provide a floor heating panel heater wherein maintenance can be quickly and easily carried out even when there is an anomaly in a temperature sensor, and capable of exercising temperature control performance that is the same as before temperature sensor replacement after the replacement. SOLUTION: The floor heating panel heater comprises a metal panel body 1 internally provided with a planar heating element 2 of an upper layer, a heat insulating material 6 of a lower layer, and the temperature sensor 4 arranged in a bottom face side of the planar heating element. A sensor passage 3 is provided formed like a lateral hole in the heat insulating material 6 and opening in a side face side of the panel body 1, and the temperature sensor 4 can be put in and taken out through the sensor passage 3.
