PROBLEM TO BE SOLVED: To prevent an impact load from acting on a swash plate even if a wave breaks upon toward the offshore side from the shore side. SOLUTION: The swash plate 1 having the required length and a width and inclining at a required angle in the width direction is positioned in the vicinity of a sea surface by turning the lower end side toward the offshore side 6, and a swash plate breakwater is constituted by fixing the upper end of a steel jacket 2 having the lower end reaching the sea bottom to an under surface of the swash plate 1. A permeating port 7 is bored in a position lower by about 30 cm than an average tide level T in a central part of the swash plate 1. When an offshore wave 6 passes through the swash plate 1, air 8 compressed on the under surface side of the swash plate 1 is released above the swash plate 1 via the permeating port 7 by a vertical movement of a water surface caused by progress of the offshore wave 6 under the swash plate 1, and thereby restrains the water surface from impactively striking on the under surface of the swash plate 1.
