PROBLEM TO BE SOLVED: To provide a greening panel using moss by which traditional problems are solved and greening is carried out while effectively utilizing characteristics of the moss and to provide a method for constructing the greening panel. SOLUTION: The greening panel 1 is composed of a rear plate 2 in which a mounting hole 11 as a mounting means is arranged, a square edge 7 positioned in the circumference of upper and lower parts and the circumference of the both side parts of the rear plate 2, a partition plate 15 arranged on the rear plate 2 in the square edge and a rock wool 17, in which moss is planted, arranged between the partition plate 15 and made of an artificial mineral fiber and a lid member 10 used as a supporting member, pressing the rock wool 17 and binding to the square edge. A plurality of draining holes 13 are provided in the lower square edge and a plurality of water-receiving holes 12 are provided in the upper square edge in accordance with these draining holes 13 and horizontal plates 15-2 and 15-2' constituting the partition plate 15 are inclined to the lower direction of the surface.
