A reflective plate comprises a reflective surface, and reflective bumps arranged the reflective surface. Each bump forms a part of a sphere. The bumps have a radius and a height. A ratio of the radius to the height for each bump is a fixed value. An independent claim is also included for a method of fabricating a reflective plate of a liquid crystal display comprising depositing a first photosensitive organic insulating layer (604) on an entire surface of an insulating substrate (600) on which a switching device including a source electrode (602), a drain electrode (603), and a gate electrode (601) is formed; and exposing and etching the first insulating layer by using a mask having a light transmitting region to form bumps.
