<P>PROBLEM TO BE SOLVED: To solve a problem that a stuff synchronizing scheme can not be applied to a high speed signal such as an HDTV serial digital signal and SRTS can not be applied to the HDTV serial digital signal as it is, either. <P>SOLUTION: A parallel clock is counted by an N counter 2 and outputted to a latch circuit 3 and therein, an output count value of a p-bit counter 5 is latched. RTS is outputted from the latch circuit 3. The compared result gate-outputted from a gate circuit 12 is supplied to a PLL circuit 13 and N-multiplied to reproduce the parallel clock of 74.25MHz or 74.25/1.001MHz which is an input signal of the N counter 2 (N is 8, 15 or 16). With the parallel clock, transmitted data are parallel/serial converted by a P/S converter 14.
