<P>PROBLEM TO BE SOLVED: To create a script more easily by allowing a receiver side to obtain still images. <P>SOLUTION: A low-resolution encoder 78 successively generates still images corresponding to the movnig images supplied from a decoder 71. A memory controller 73 allows a buffer memory 74 to store the latest still images among the successively generated still images. When a video cassette is loaded, a system control CPU 11 generates file data including the prescribed file names corresponding to the still images. When a transmission request designating a file name corresponding to the still images is received, the CPU 11 controls the transmission of the still images stored in the buffer memory 74 via a network 91.
