PROBLEM TO BE SOLVED: To provide water retentive pavement structure capable of providing the surface layer of pavement with water retentiveness and shortening time for water to infiltrate inside from the surface of the surface layer. SOLUTION: In the surface layer of drainable pavement wherein granular aggregate 2 is connected in a state of having a large number of cavities by a binder 3 and solidified, a water retentive filler 4 formed by kneading a nodulizing agent in mortar or cement paste is injected in the cavities of the surface layer and solidified. Cement grains in the water retentive filler 4 are nodulized to form a large number of continuous fine cavities, which results in improving water permeability and also water retentiveness.
