PROBLEM TO BE SOLVED: To provide a base agent for gradual dissolution exhibiting a long effect-retaining time as the base agent for an aromatic cleaning agent for a toilet. SOLUTION: This base agent for gradual dissolution consists of (A) a condensed material of urea with (c) an amidation compound of (a) an 8-22C fatty acid with (b1) a polyethylenepolyamine and/or (b2) a polyoxyalkylenepolyethylenepolyamine.
