PROBLEM TO BE SOLVED: To increase strength by reinforcement of a hole flange, eliminate a positioning means while enabling to weld a force transmission part of a reclining device and to simplify welding work, and reduce influence of welding heat on a meshing part of the reclining device. SOLUTION: A seat cushion frame is provided with frame side panels 13, 14. A plurality of prepared holes are made at device attachment parts of the frame side panel 13, 14. Burring working is carried out on the prepared holes, and a plurality of stud welding holes 18 are provided on an outer frame side surface 16 to project a cylindrical flange 19.
