PROBLEM TO BE SOLVED: To provide a hot-rolling method and a hot-rolling device for manufacturing a hot-rolled steel plate without variation in material characteristics in the width direction by uniformizing temperature distribution over the whole in the width direction of a rough bar on the inlet side or the outlet side of a finishing mill. SOLUTION: In the hot-rolling method of the steel plate, a material to be rolled is heated by changing temperature rise in the width direction of the material to be rolled so that the temperature distribution in the width direction of the material to be rolled is uniformized on the inlet side or the outlet side of the finishing mill. For example, the material is heated so that at least the temperature rise in the middle part in the width direction of the material to be rolled is more than the temperature rise in the intermediate parts between the middle part and both edges in the width direction. Alternatively, the material is heated so that the temperature rise in both edge parts in the width direction of the material to be rolled is more than the temperature rise in the intermediate parts in the width direction.
