PROBLEM TO BE SOLVED: To provide an electromagnetic wave output control system for a mobile electronic communication apparatus capable of securing the convenience of a user of the mobile electronic communication apparatus in addition to protection of an electronic apparatus whose malfunction is inhibited such as a medical electronic apparatus and its user. SOLUTION: When receiving an identification signal from a transmitter (not shown) possessed by a user 3 of a medical electronic apparatus getting on a train, a function limit management apparatus 2 transmits an electromagnetic wave output stop signal 5 to the mobile electronic communication apparatus 1. The mobile electronic communication apparatus 1 stops its electromagnetic wave output according to the electromagnetic wave output stop signal 5 to disable its communication. Further, when no user 3 of the medical electronic apparatus exists in the train, the function limit management apparatus 2 transmits an electromagnetic wave output limit signal 4 to the mobile electronic communication apparatus 1. The mobile electronic communication apparatus 1 weakens its electromagnetic wave output according to the electromagnetic wave output limit signal 4 to make its communication available.
