PROBLEM TO BE SOLVED: To enable an optimizing compiler to create compact and fast desired codes by the use of runtime information while minimizing the cost of obtaining the runtime information for fast optimization. SOLUTION: The optimizing compiler is provided with a program optimizing means, an runtime information acquisition program generating means, and an runtime information analyzing means. The program optimizing means deforms a source program for optimization. In order to acquire the runtime information needed for an optimizing process, the runtime information acquisition program generating means creates a required minimum runtime information acquisition program from the source program upon a request from the program optimizing means and outputs the program. The runtime information analyzing means analyzes the runtime information obtained as the output of the execution of the runtime information acquisition program on a target computer, and processes the information into a form usable by the program optimizing means.
