PROBLEM TO BE SOLVED: To detect/quantitatively determine silica, phosphorus or arsenic in a sample solution simply, quickly, with high sensitivity and high accuracy (with a high resolution). SOLUTION: This measuring method of minor components in water has a constitution wherein molybdic acid ions are added to the sample solution in an acidic condition, and then a fluorescent counter cationic pigment is added thereto, and a time until the fluorescence emitted from the acquired solution is attenuated to a prescribed intensity is measured. This measuring device 100 for embodying the measuring method has an excitation light source 2 for irradiating the solution, to which the fluorescent counter cationic pigment is added, with excitation light after adding the molybdic acid ions to the sample solution in the acidic condition, a fluorescence detector 3 for detecting the fluorescence emitted from the solution, a time measuring means 12 for measuring the time until the fluorescence detected by the fluorescence detector 3 is attenuated to a prescribed intensity, and a control means 10 for determining the concentration of silica, phosphorus or arsenic in the sample solution from the time measurement result by the time measuring means 12.
