PROBLEM TO BE SOLVED: To reduce energy loss, prevent environmental deterioration, and prevent low temperature corrosion by exhaust gas in an exhaust gas heat recovery system by recovering heat without emitting high temperature exhaust gas to the atmosphere. SOLUTION: An exhaust gas cooler 19 for heat recovery performing heat exchange with boiler exhaust gas is provided in a water supply pipe 14 of a boiler 11. A water supply bypass pipe 21 bypassing the exhaust gas cooler 19 for heat recovery is provided and a water supply flow regulator 22 is attached. A control unit 24 controls the opening of the water supply flow regulator 22 based on the steam pressure detected by the pressure sensor 23 attached to the exhaust gas cooler 19 for heat recovery for maintaining the steam pressure in a proper area.
