PURPOSE: A picture skip apparatus for an MPEG2(Moving Picture Expert Group 2) video decoder and a method therefor are provided to skip a P-picture just before an I-picture in a low delay mode. CONSTITUTION: An I-picture detecting unit(21) detects an I-picture from an inputted video bit stream, stores an I-picture flag signal, and outputs the I-picture flag signal according to a stored sequence. A video stream buffer(22) temporarily stores the inputted video bit stream. If an inputted picture skip signal indicates a low delay mode and the I-picture flag signal is outputted from the I-picture detecting unit(21), a video decoder(23) skips a video bit stream of a picture outputted from the video stream buffer(22) without decoding the video bit stream.
