PURPOSE: A constant flow and temperature regulating valve is provided to prevent the uneven wear of an intermittent piece of a constant temperature valve, to secure the constant flow and hold an error limit of the constant flow by preventing the leakage of flow, and to bypass the flow to an outlet even if a filtering function of a filter is lost. CONSTITUTION: A constant flow and temperature regulating valve is composed of a valve body, a constant temperature valve body(210), a constant flow valve body, and a bypass pipe valve body. The valve body comprises a chamber formed in the center; inflow and outflow pipes(130,140) formed at both sides of the chamber and cut off from the chamber; a first connecting pipe(150) vertically formed on the chamber; an opening and closing screen(151) disposed between the chamber and the first connecting pipe to communicate the chamber with the outflow pipe; a second connecting pipe(160) formed under the chamber, communicated with the inflow pipe, and angled with the first connecting pipe by the chamber; and a bypass pipe(170) formed at the side of the second connecting pipe and communicated with the chamber and the second connecting pipe, respectively. The constant temperature valve body combined with the first connecting pipe has an intermittent piece(220) for ascending and descending to the interior temperature and selectively opening and closing the opening and closing screen. The constant flow valve body combined with the second connecting pipe constantly passes the flow supplied from the inflow pipe through the chamber per hour. The bypass pipe valve body combined with the bypass pipe selectively moves the flow supplied from the inflow pipe through the bypass pipe to the chamber.
