PURPOSE: A device for inputting a character of a touch screen is provided to generate an input signal of the character according to the movement for touching and dragging a consonant cell and a vowel cell with a touch pen by dividing a partial section of the touch screen into blocks, and selectively assigning the consonant cell and the vowel cell to the blocks. CONSTITUTION: A touch part(1) on a panel generates a character input signal by the operation of the touch pen and displays the character according to the character input signal. A storing part(2) stores the characters. A CPU(3) reads the character from the storing part by receiving the character input signal, and generates a character display signal to output a completed character to the touch part.
