PURPOSE: An apparatus for recording and playing video, and a method for controlling the same are provided to exclude viewing restriction set programs from a program guide information list, thereby preventing children and juveniles from accessing harmful programs. CONSTITUTION: A viewing restriction setup signal is inputted(S10). A password input window is displayed on a menu guide list picture(S20). A main control unit judges the conformity between a set password and an inputted password(S21). The main control unit displays a viewing restriction setup picture(S30). Viewing restriction setup information is recorded in a user database according to an inputted signal(S31). A program list request signal is inputted(S40). A program guide information list is displayed except viewing restriction set program information(S41).
